Stubborn Jobs Rate Pressures Unemployment Benefits

The November jobs report showed an economy that's still struggling to produce jobs. Business payrolls increased by only 39,000 last month, far less than expected. The unemployment rate increased to 9.8 percent. The disappointing report is expected to increase pressure on Congress to extend unemployment benefits again.
