Detroit is littered with empty warehouses — more than 7,000, by one estimate. They've become skeletons of the city's industrial past.

But not this warehouse, where Jennifer Blake is feeding quilted fabric through a sewing machine. She's making a coat. Fashioned with Velcro fastenings, it has a sleeping bag that slips out on the bottom, and is made of recycled car parts, she says.

A new program in Detroit is targeting chronically homeless people who do not seek out medical help. A mobile medical team visits the homeless on their turf and aggressively follows up with these patients to help get them the medicine and care they need.

The newly appointed emergency financial manager of Detroit begins the Herculean task Monday of turning the once bustling capital of the car business back from the brink of bankruptcy.

Though Detroit still has its cultural centers, architectural gems, funky restaurants and packed sporting events downtown, the city has suffered an urban blight that has slowly eaten away at its neighborhoods.
