The U.S. Geological Survey is turning the unblinking eye in the sky of drones to a more benign purpose. Instead of watching the battlefield, they’re bird watching.

Remember when Rand Paul held the Senate floor for 13 hours last month because of his concern that President Obama would use drones to target alleged terrorists on American soil?

That concern, apparently, does not always extend to alleged common criminals on American soil.

In recent months, there have been bipartisan calls for more transparency in the Obama administration's drone program. Host Rachel Martin talks with Gregory McNeal, a professor of national security law at Pepperdine University's School of Law, about proposals to bring more openness and accountability. One idea is the creation of a "drone court" that would review decisions to target and kill suspected militants.
